Albania has two good windows and everybody piles into the month between them. Late spring, roughly the second half of June, gets you warm air, an opening sea, long days, open mountain passes and prices that have not yet moved. Early autumn, September into the first days of October, gets you the warmest water of the year, the passes still clear, the crowds gone and coastal accommodation at half of what it charged three weeks earlier. August gets you all of the heat, all of the people and all of the price.
The two good windows
Mid to late June: warm, long days, everything open, sea still cool.
September: warmest sea of the year, thin crowds, falling prices, passes open.
Early October as an extension, for the inland half and the last swimmable water.
Both windows allow beaches and mountains in the same trip.
Both are cheaper than July and August by a wide margin on the coast.
Neither is a secret any more, so the coast books ahead.
What each season actually gives you
Spring, April and May: green, flowering, cool sea, mountains still under snow up high.
Summer, July and August: hot, crowded, expensive on the coast, festivals inland.
Autumn, September and October: the best month and then a fast decline.
Winter, November to March: cheap, empty, mountains closed, cities excellent.
The coast and the mountains have different calendars, which is the planning problem.
The overlap is roughly late June to early October.
Practical notes
Sea temperature lags the air by several weeks in both directions.
Mountain passes open roughly late June and close in October, varying by year.
Riviera businesses shut progressively from mid October.
Inland cities are hot in July and August and pleasant in the shoulder months.
Book the coast early for any month between June and September.
Public holidays and the August diaspora return fill domestic destinations.
Choosing by what you want
Swimming: September, then late August, then June.
Hiking in the Alps: July to September, with June as the risky edge.
Cities and history: April, May, October or even winter.
Lowest prices: winter, then May, then October.
Beaches and mountains together: late June or September.
Festivals and atmosphere: August, at the cost of everything else.

The short version
Come in September if the sea matters, because the water is at its warmest while the air has cooled and the crowds have gone. Come in late June if long days and green mountains matter more than swimming. Either way you get beaches and open mountain passes in the same trip, which August also gives you at twice the price and four times the crowd. Book the coastal nights months ahead and leave the inland ones flexible. And treat winter as a city trip rather than a compromise.
